                                <content:encoded><![CDATA[The United Nations (UN) has launched a $308.3 million emergency humanitarian appeal to support civilians in Lebanon following a sharp escalation of hostilities that has displaced hundreds of thousands of people and placed severe pressure on the country&#8217;s fragile infrastructure.  UN Secretary General Ant&#243;nio Guterres said they are with their international partners working with Lebanese authorities to mobilize urgent assistance for affected communities.  The appeal was issued as fighting intensified triggering the most serious deterioration in security conditions since the November 2024 ceasefire between Hezbollah and Israel.  Within the first week of the escalation, hundreds of thousands of residents were forced to flee their homes. According to the Ministry of Public Health, at least 773 people had been killed and more than 1,933 wounded by March 13. Children accounted for roughly 20 percent of the casualties during the first seven days of the conflict.  The UN estimates that about 1.3 million people could be directly affected by the crisis over the next three months, including displaced families, residents of conflict-affected areas, and host communities receiving those forced to flee.  The emergency appeal aims to provide life-saving assistance to up to one million people during that period, including vulnerable Lebanese, Syrian refugees, Palestinian refugees, and migrant communities. Priority needs include emergency shelter, food assistance, health care, water and sanitation services, cash support, education, and protection programs for children and vulnerable groups.  UN officials say rapid funding will be critical to sustain aid operations and prevent a deeper humanitarian crisis as the conflict continues to disrupt services and livelihoods across the country.  Airstrikes and missile exchanges have caused widespread damage to civilian infrastructure, including homes, schools, and medical facilities. Public schools across the country were quickly converted into collective shelters, many reaching full capacity within days. Additional displaced families have sought refuge in mosques, community halls, and unfinished buildings, placing increasing strain on already limited services.  The government opened 612 shelters hosting 34,000 families amounting to 130,000 individuals. The number of displaced at press time was more than 830,000.  The country&#8217;s health system is also under growing pressure. By March 13, 47 primary health care centers and five hospitals in southern Lebanon and Beirut&#8217;s southern suburbs had closed, limiting access to medical care in areas most affected by the fighting. Two hospitals in the capital&#8217;s southern suburbs were evacuated following displacement orders earlier in the month, according to the Ministry of Public Health and the Lebanese Red Cross.  Electricity supply and fuel availability remain fragile, raising concerns about hospital operations, water pumping stations, and electricity generation. Fuel shortages and panic buying have also been reported, threatening the continuity of essential services.  Lebanon was already facing severe humanitarian challenges before the latest escalation. According to the 2026 Lebanon Response Plan coordinated by the United Nations, about three million people in the country required assistance even before the renewed hostilities. Nearly 961,000 were experiencing acute food insecurity.  Humanitarian access to affected areas has become increasingly difficult. Ongoing hostilities in southern Lebanon and parts of Beirut, as well as damaged roads and the presence of unexploded ordnance, are complicating efforts to deliver aid.]]></content:encoded>

                                <content:encoded><![CDATA[The Ministry of Social Affairs (MoSA), and the United Nations World Food Programme (WFP) have activated an emergency cash assistance program to support war-affected families and are scaling up food assistance to face mass displacement and allow households to meet their immediate food needs.  The cash assistance will be delivered through the government&#8217;s existing Shock-Responsive Social Safety Net (SRSN) to enable rapid support. The first round of cash assistance will support nearly 50,000 families (about 183,000 people).  &#8220;In parallel with the activation of emergency cash assistance, WFP has been responding to the growing displacement. Within hours of shelters opening, WFP began providing hot meals, ready-to-eat rations and bread, reaching 40,000 people since the escalation started on Monday, in coordination with national authorities and humanitarian partners,&#8221; the ministry and WFP said in a joint statement. WFP has pre-positioned food stocks and is ready to scale up assistance as humanitarian needs evolve. It is also coordinating with the government, including the MoSA and national disaster response authorities to support affected households.  Haneen El Sayyed, Minister of Social Affairs, said: &#8220;With needs rising rapidly and displacement expanding across Lebanon, our priority is to ensure families can meet their most urgent basic needs with speed and dignity. Through the Ministry of Social Affairs, we have activated the government&#8217;s shock-responsive safety net to deliver emergency cash assistance to war-affected households, in close coordination with WFP and national response authorities. This is a government-led response, designed to reach people quickly, transparently, and at scale.&#8221;   Households who are not yet registered in existing assistance systems will be able to submit their information through a government-led registration platform, with a link to be announced soon. It is the first time such agreements have been concluded collectively and under the umbrella of the Prime Minister&#8217;s Office.  The joint signing signals a push for more transparent, coordinated and results driven collaboration aligned with national priorities. The framework places children and adolescents at the center of public policy and public service delivery.  The Rolling Workplans cover the 2026 to 2027 period and were signed with the ministries of Finance, Energy and Water, Social Affairs, Economy and Trade, Interior and Municipalities, Justice, Youth and Sports, Education and Higher Education, Information, and Public Health.   The agreements define priorities, responsibilities and expected results, with the aim of ensuring closer alignment between government strategies and UNICEF support programs.  Marcoluigi Corsi, UNICEF Representative in Lebanon, said the work  plans are designed to translate commitments into measurable improvements.                                 <content:encoded><![CDATA[The Ministry of Agriculture (MoA) has launched &#8216;Food Stack&#8217;, a digital database and application project in collaboration with the United Nations&#8217; World Food Programme (WFP), to support farmers and other stakeholders in the agriculture and agrifood sectors.  The digital platform features a broad spectrum of functions including use of geospatial intelligence to identify crop types, field boundaries, and growth stages besides monitoring crop health indicators including the normalized difference vegetation index (NDVI) and estimation of yields  It also involves climate data integration and early warning systems, analysis of agricultural risks based on artificial intelligence (AI) and machine learning, in addition to interactive dashboards to support decision-making by ministries and their partners. The Food Stack also provides guidance to farmers pertaining to crop type, location, risk level, and production conditions.  The platform will also enable MoA to digitalize farmer registration and implement a traceability system of food products. The funding consists of $200 million for the Social Safety Net Enhancement and System Building Project and $150 million for the Lebanon Digital Acceleration Project.  The Social Safety Net Enhancement and System Building Project aims to strengthen the social protection delivery system while complementing government financing of cash transfers. &#8220;The project will adopt an integrated approach of providing cash transfers to poor and vulnerable Lebanese households while concurrently increasing access to economic opportunities and social services with a focus on women, youth, and the vulnerable. The project will also strengthen systems and institutions for effective and sustainable delivery of social safety net programs, namely the enhancement to the DAEM platform &#8211; which has been supporting the implementation of the AMAN cash transfer program &#8211; to allow it to function as a comprehensive social registry and serve other government programs,&#8221; the World Bank said in a statement.  The Lebanon Digital Acceleration Project&#8217;s activities include the provision of secure and efficient infrastructure for hosting government data and investments in cybersecurity. It will also strengthen the legal, institutional, and human capital foundations of digital transformation and will support the effective implementation of infrastructure and platforms. The platform, which was launched on the occasion of International Volunteer Day, is funded by the Netherlands and implemented in collaboration with the NGOs Live Love Lebanon and ANERA.   &#8220;Through the National Volunteering Platform, we connect young people, associations, and institutions with meaningful opportunities that make real impact and reflect a true spirit of participation and responsibility,&#8221; said Hanine El Sayed, Minister of Social Development.  Nahno Volunteers provides volunteer engagement that is structured, inclusive, and accessible to all youth, regardless of background or location.                                 <content:encoded><![CDATA[To strengthen the strained food system and stimulate rural economic growth, the Business Incubation Association in Tripoli (BIAT) and the United Nations World Food Programme (WFP) have jointly launched FIELD &#8211; Food Innovation for Enterprises, Livelihoods and Development Initiative. The program was unveiled at the Chamber of Commerce, Industry and Agriculture in Tripoli (CCIAT), an effort to support innovation, productivity, and market access within the country&#8217;s agri-food sector.  The initiative targets small farmers, cooperatives, and micro and small enterprises (MSMEs) across Akkar and North Lebanon which are regions with high agricultural potential but limited resources. By improving food quality, strengthening production capacity, and opening new income opportunities, FIELD will help local producers transition from subsistence-level activity to sustainable, market-driven growth.  Gloria Abou Zeid, Director General of Cooperatives at the Ministry of Agriculture, said: &#8220;One of the key pillars of the ministry&#8217;s strategy is to enhance the added value of agricultural products and to empower farmers and rural institutions through capacity building and the development of technical and administrative skills,&#8221; she said. FIELD, she added, will foster innovation, nurture emerging projects, and enhance product quality so that Lebanese producers can reach new markets.  WFP Lebanon Representative and Country Director Matthew Hollingworth recognized both the challenges and the untapped potential of the sector. &#8220;The food system faces immense pressure, but it also holds enormous potential,&#8221; he said. &#8220;In the North, through the FIELD initiative, WFP and BIAT are helping small producers by investing in skills, innovation, and market linkages which enable local enterprises to play a bigger role in shaping a stronger, more sustainable food system.&#8221;  Running from October 2025 to April 2026, FIELD offers a comprehensive support package that includes technical training, business development guidance, improved access to markets, and tailored financial assistance. The objective is to build the long-term competitiveness of small-scale producers by equipping them with the tools and knowledge needed to scale their operations.  Beyond immediate capacity building, the initiative will also support evidence-based policymaking and program design.                                 <content:encoded><![CDATA[The French Development Agency (AFD) has signed two contracts, one involving providing a donation of &#8364;5 million ($5.8 million) to rehabilitate the health and water infrastructures of the government hospitals in Tibnine and Marjeyoun.   The other contract aims to guarantee microfinance loans provided by Vitas Lebanon to Micro, Small, and Medium-sized Enterprises (MSMEs). The guarantee provided by Proparco, the AFD&#8217;s private sector financing subsidiary, will cover 80 percent of the value of an outstanding loan, said Nathalie Baddour, Risk Manager at Vitas Lebanon, a microfinance institution. The size of the loans will range from $500 to $20,000 and their total amount could reach $4.5 million to $5 million. The loan&#8217;s term must be at least one year. &#8220;All eligible MSMEs in different sectors will benefit from this program mainly those run by women and youth below 30-35 years old. Areas affected by the war will also be prioritized,&#8221; Baddour said.  Jean-Bertrand Mothes, Lebanon Country Director at the AFD Group, said that the grant for the rehabilitation of the health and water infrastructures of the Tibnine and Marjeyoun hospitals will be provided by the French State and AFD. The project is part of a bigger program that is being implemented by the International Committee of the Red Cross (ICRC). &#8220;The water infrastructure (both supply and drainage) connected to the two hospitals will be revamped. This will also benefit 44 villages. For instance, repairing a water pump station on the network linked to the hospitals improves service for all connected villages as well,&#8221; Mothes said. ]]></content:encoded>

Funded by a grant from the Global Partnership to Improve Prospects for Forcibly Displaced Persons and Host Communities (PROSPECTS) through the World Bank, the project is being implemented by the Ministry of Agriculture (MoA) in partnership with the Food and Agriculture Organization of the United Nations (FAO).   and #39;Employment Creation for Vulnerable Lebanese Citizens and the Syrian Displaced Population in the Livestock Value Chain and #39; is an initiative that targets 3,175 small-scale dairy and feed production farms across Lebanon. It aims to support farmers with matching grants and technical assistance to increase productivity, improve working conditions, and enhance farm yields. Women are expected to make up at least 25 percent of the beneficiaries.  &#8220;This partnership reflects our shared commitment to revitalizing the agricultural sector as a driver of resilience, recovery, and inclusive development,&#8221; said the Minister of Agriculture Nizar Hani. &#8220;By supporting dairy farmers, particularly the most vulnerable among them, we are investing in food security, social cohesion, and sustainable rural livelihoods,&#8221; he said.  The project takes a demand-driven approach, focusing on structuring the dairy value chain through strategic partnerships between farmers and commercial off-takers. Emphasis will be placed on sustainable investments, including the introduction of energy-efficient infrastructure and modern equipment to reduce long-term costs and environmental impact.  The initiative also includes a digital transformation component for the Ministry of Agriculture, aimed at enhancing its service delivery. New tools will improve monitoring and outreach, while mobile veterinary clinics and laboratories will reinforce the Ministry&#8217;s ability to deliver veterinary and livestock services across rural regions.  &#8220;By supporting job creation in this vital sector, this project will help vulnerable households increase their income and improve their living conditions,&#8221; said Jean-Christophe Carret, World Bank Director for the Middle East Department. &#8220;Agriculture is a key source of livelihoods in rural areas and plays a central role in poverty reduction,&#8221; he said.  Veronica Quattrola, FAO Representative in Lebanon, emphasized the broader impact: &#8220;By investing in people and the dairy value chain, this project offers more than just support&#8212;it creates hope. It opens pathways to dignified employment, strengthens livelihoods, and builds a future where vulnerable farmers and displaced families can thrive together through resilience, opportunity, and shared growth.&#8221;  The project comes at a time when Lebanon&#8217;s agricultural sector is under pressure from prolonged economic crisis, climate challenges, and population displacement.
