This extension brings the total overall financial requirement for the emergency response to $639.9 million, driven by broadening hostilities, sustained displacement, and severe infrastructure damage across the country. &#8220;This support would be an investment in peace, stability, and humanity itself,&#8221; said Imran Khan, the UN&#8217;s Resident and Humanitarian Coordinator for Lebanon.   b  $186 million already raised /b  According the UN Office for the Coordination of Humanitarian Affairs (OCHA), the emergency response has received $185.9 million as of May 31, 2026, against the initial requirements set for the March to May period. The newly requested funds are intended to directly support 1.4 million directly affected and vulnerable individuals across multiple sectors, aligning the target population fully with the total estimated number of people in need of assistance.     b Revised strategy /b  The revised strategy places a renewed emphasis on providing targeted assistance to the hundreds of thousands of displaced individuals living outside formal collective shelters, such as those in private rented accommodations, host arrangements, or informal settlements. For these populations, Multi-Purpose Cash Assistance (MPCA) is prioritized as the primary response modality to support basic household needs and local markets. The harmonized transfer value is established at $20 per household member up to a maximum of five members, plus a base component of $45 per household, yielding a maximum monthly transfer of $145. Sectoral cash top-ups will be utilized to cover explicit rental, shelter, and protection needs.    To address immediate economic losses, the newly introduced Livelihoods sector requests $15 million to execute short-term emergency cash-for-work initiatives. The Ministry of Public Health reported that between March 2 and June 1, 2026, more than 3,433 people were killed and 10,395 individuals were injured. UN estimates indicate that nearly one million people remain displaced from their homes, with more than 135,000 residents currently housed across 635 public collective shelters, primarily converted school buildings.    Economic deterioration, soaring inflation, and severe infrastructure disruptions are compounding the crisis. Market monitoring reports show that petrol prices have risen 85 percent since the start of the year. Concurrently, the national consumer price index for water, fuel, and electricity grew 34 percent overall, with sharper regional increases reaching 70 percent in the Bekaa, 51 percent in Nabatieh, and 49 percent in the South. The primary barrier for affected households remains affordability rather than the commercial availability of basic goods, as displaced families face depleted savings and extensive livelihood losses.    Critical public service sectors face substantial operational strain. The UN said that approximately 700,000 displaced persons are currently concentrated within just five districts, placing immense pressure on local water networks and infrastructure. Over 62 healthcare facilities are reported as damaged or closed, and 190 incidents impacting healthcare services have resulted in 128 deaths among medical professionals since March. Additionally, 446 schools and technical institutes are unavailable for educational use because they serve as collective displacement sites, leaving approximately 166,000 students relying on intermittent online learning models.    Humanitarian operations continue to encounter severe access constraints due to expanding forced displacement orders and active hostilities, particularly inside the Israeli-declared military zone in southern Lebanon where an estimated 28,000 civilians remain. UN agencies are utilizing the voluntary Humanitarian Notification System to facilitate access for essential supplies, though delivery missions face frequent postponements or disruptions.     b Huge surge in urgency /b  UN officials warned that immediate funding is required to prevent widespread supply breaks. The Food Security and Agriculture sector projects funding and supply shortfalls within six weeks, while 42 percent of partners in the Health sector report having two to four weeks of essential medicine stocks remaining. Cash working group partners face a potential funding break starting in June, and the Logistics and Telecommunications cluster anticipates shortfalls by July if financing is not secured. The minister said that plans are already underway to facilitate the safe and dignified return of displaced citizens to their homes as soon as conditions permit.   b Escalating displacement pressures /b  According to the ministry, recent evacuations have intensified pressures on host communities.  Beirut&#8217;s Southern Suburbs (Dahiyeh): Over 50,000 families, totaling around 200,000 individuals, have been forced to leave their homes South Lebanon: 30,000 displaced families have fled the region Nabatieh Governorate: Thousands of families have fled the province, while widespread internal displacement continues within local towns, particularly in the Iqlim al-Tuffah region Tyre Caza: More than 26,000 individuals were displaced last week alone.  Saida was singled out for carrying a massive national responsibility by hosting a substantial portion of the newly displaced populations. To accommodate the influx, MoSA has circulated an updated list of official shelters through state channels.   b State-led Response and international appeals /b  The minister said that the government has successfully managed one of the largest humanitarian crises the country has faced in recent years. The strategy from the outset has focused on a State-led response operating in direct coordination with municipalities, governors, and ministries.  A revised Flash Appeal for Lebanon is scheduled for launch tomorrow. More than one million people remain displaced across the country. According to the latest food security analysis, 1.24 million people&#8212;nearly one in four nationwide&#8212;are projected to face acute food insecurity between April and August 2026.  The crisis is driven by displacement, lost incomes, market disruptions, and rising prices. Since the start of the escalation, vegetable prices have increased by more than 20 percent and bread prices have risen by around 15 percent.  Market conditions vary heavily by region. While markets remain operational under growing strain in Beirut and other areas, more than 80 percent of markets in southern Lebanon and Nabatieh are no longer functioning. To support approximately 10,000 vulnerable households, a shipment of 250 metric tons of wheat flour recently entered Lebanon via a transit corridor from Jordan.   b Operational Scale and Access Constraints /b  Since March 2, WFP has reached more than 700,000 conflict-affected people with emergency food and cash assistance. The agency has supported an average of 150,000 people per day, distributing nearly five million hot meals alongside ready-to-eat rations and food parcels to families in over 500 shelters.  WFP operations currently include emergency cash support for close to half a million Lebanese through national systems, alongside cash support for more than 100,000 Syrian refugees. WFP-led Logistics Cluster has also assisted 64 humanitarian partners in transporting nearly 2,500 cubic meters of cargo.  Daily bombardments and displacement orders continue to constrain aid delivery, particularly in hard-to-reach areas. WFP has deployed 24 humanitarian convoys including Tyre, Hermel, and border villages. Due to security risks, more than 50 percent of these requested convoys were either delayed or cancelled.   b Funding Requirements /b  WFP stated that sustained humanitarian access, stable supply flows, and predictable funding are required to maintain its current response.  The agency requires $112 million between May and August 2026, or 44 million dollars per month.                                 <content:encoded><![CDATA[The United Nations (UN) has launched a $308.3 million emergency humanitarian appeal to support civilians in Lebanon following a sharp escalation of hostilities that has displaced hundreds of thousands of people and placed severe pressure on the country&#8217;s fragile infrastructure.  UN Secretary General Ant&#243;nio Guterres said they are with their international partners working with Lebanese authorities to mobilize urgent assistance for affected communities.  The appeal was issued as fighting intensified triggering the most serious deterioration in security conditions since the November 2024 ceasefire between Hezbollah and Israel.  Within the first week of the escalation, hundreds of thousands of residents were forced to flee their homes. According to the Ministry of Public Health, at least 773 people had been killed and more than 1,933 wounded by March 13. Children accounted for roughly 20 percent of the casualties during the first seven days of the conflict.  The UN estimates that about 1.3 million people could be directly affected by the crisis over the next three months, including displaced families, residents of conflict-affected areas, and host communities receiving those forced to flee.  The emergency appeal aims to provide life-saving assistance to up to one million people during that period, including vulnerable Lebanese, Syrian refugees, Palestinian refugees, and migrant communities. Priority needs include emergency shelter, food assistance, health care, water and sanitation services, cash support, education, and protection programs for children and vulnerable groups.  UN officials say rapid funding will be critical to sustain aid operations and prevent a deeper humanitarian crisis as the conflict continues to disrupt services and livelihoods across the country.  Airstrikes and missile exchanges have caused widespread damage to civilian infrastructure, including homes, schools, and medical facilities. Public schools across the country were quickly converted into collective shelters, many reaching full capacity within days. Additional displaced families have sought refuge in mosques, community halls, and unfinished buildings, placing increasing strain on already limited services.  The government opened 612 shelters hosting 34,000 families amounting to 130,000 individuals. The number of displaced at press time was more than 830,000.  The country&#8217;s health system is also under growing pressure. By March 13, 47 primary health care centers and five hospitals in southern Lebanon and Beirut&#8217;s southern suburbs had closed, limiting access to medical care in areas most affected by the fighting. Two hospitals in the capital&#8217;s southern suburbs were evacuated following displacement orders earlier in the month, according to the Ministry of Public Health and the Lebanese Red Cross.  Electricity supply and fuel availability remain fragile, raising concerns about hospital operations, water pumping stations, and electricity generation. Fuel shortages and panic buying have also been reported, threatening the continuity of essential services.  Lebanon was already facing severe humanitarian challenges before the latest escalation. According to the 2026 Lebanon Response Plan coordinated by the United Nations, about three million people in the country required assistance even before the renewed hostilities. Nearly 961,000 were experiencing acute food insecurity.  Humanitarian access to affected areas has become increasingly difficult.                                 <content:encoded><![CDATA[The Ministry of Social Affairs (MoSA), and the United Nations World Food Programme (WFP) have activated an emergency cash assistance program to support war-affected families and are scaling up food assistance to face mass displacement and allow households to meet their immediate food needs.  The cash assistance will be delivered through the government&#8217;s existing Shock-Responsive Social Safety Net (SRSN) to enable rapid support. The first round of cash assistance will support nearly 50,000 families (about 183,000 people).  &#8220;In parallel with the activation of emergency cash assistance, WFP has been responding to the growing displacement. Within hours of shelters opening, WFP began providing hot meals, ready-to-eat rations and bread, reaching 40,000 people since the escalation started on Monday, in coordination with national authorities and humanitarian partners,&#8221; the ministry and WFP said in a joint statement. WFP has pre-positioned food stocks and is ready to scale up assistance as humanitarian needs evolve. It is also coordinating with the government, including the MoSA and national disaster response authorities to support affected households.  Haneen El Sayyed, Minister of Social Affairs, said: &#8220;With needs rising rapidly and displacement expanding across Lebanon, our priority is to ensure families can meet their most urgent basic needs with speed and dignity. Through the Ministry of Social Affairs, we have activated the government&#8217;s shock-responsive safety net to deliver emergency cash assistance to war-affected households, in close coordination with WFP and national response authorities. The agreements define priorities, responsibilities and expected results, with the aim of ensuring closer alignment between government strategies and UNICEF support programs. The digital platform features a broad spectrum of functions including use of geospatial intelligence to identify crop types, field boundaries, and growth stages besides monitoring crop health indicators including the normalized difference vegetation index (NDVI) and estimation of yields  It also involves climate data integration and early warning systems, analysis of agricultural risks based on artificial intelligence (AI) and machine learning, in addition to interactive dashboards to support decision-making by ministries and their partners. The Food Stack also provides guidance to farmers pertaining to crop type, location, risk level, and production conditions.  The platform will also enable MoA to digitalize farmer registration and implement a traceability system of food products.                                 <content:encoded><![CDATA[The World Bank has approved a $350 million new financing to support the government meet the basic needs of the poor and vulnerable and accelerate the digitalization of public services.  The funding consists of $200 million for the Social Safety Net Enhancement and System Building Project and $150 million for the Lebanon Digital Acceleration Project.  The Social Safety Net Enhancement and System Building Project aims to strengthen the social protection delivery system while complementing government financing of cash transfers. &#8220;The project will adopt an integrated approach of providing cash transfers to poor and vulnerable Lebanese households while concurrently increasing access to economic opportunities and social services with a focus on women, youth, and the vulnerable. The project will also strengthen systems and institutions for effective and sustainable delivery of social safety net programs, namely the enhancement to the DAEM platform &#8211; which has been supporting the implementation of the AMAN cash transfer program &#8211; to allow it to function as a comprehensive social registry and serve other government programs,&#8221; the World Bank said in a statement.  The Lebanon Digital Acceleration Project&#8217;s activities include the provision of secure and efficient infrastructure for hosting government data and investments in cybersecurity. It will also strengthen the legal, institutional, and human capital foundations of digital transformation and will support the effective implementation of infrastructure and platforms. The project will also pilot the digitalization of select public services with high potential to improve government transparency and efficiency, citizen benefits, and climate resilience.]]></content:encoded>

                                <content:encoded><![CDATA[The Ministry of Social Development, in partnership with UNICEF, has officially launched the &#8216;Nahno Volunteers&#8217; digital platform, a national system designed to connect youth with safe and verified volunteering opportunities offered by municipalities, NGOs, schools, universities, and public institutions.  The platform, which was launched on the occasion of International Volunteer Day, is funded by the Netherlands and implemented in collaboration with the NGOs Live Love Lebanon and ANERA.   &#8220;Through the National Volunteering Platform, we connect young people, associations, and institutions with meaningful opportunities that make real impact and reflect a true spirit of participation and responsibility,&#8221; said Hanine El Sayed, Minister of Social Development.  Nahno Volunteers provides volunteer engagement that is structured, inclusive, and accessible to all youth, regardless of background or location. Since its inception in 2023, the platform has engaged more than 24,000 young people through over 55,000 hours of volunteering work, in partnership with more than 140 active entities nationwide.   &#8220;The platform continues to grow, expanding civic engagement pathways for youth and unlocking their potential to contribute to local development and community resilience, making it Lebanon&#8217;s largest digital ecosystem for youth volunteering and a hub for promoting active citizenship, community engagement, and youth empowerment nationwide,&#8221; said the UNICEF and the ministry in a joint statement.]]></content:encoded>
